The standard emphasizes the importance of developing and implementing a records policy and objectives, as well as guidelines for measuring and overseeing performance.

An MSR can be established by a single organization or by multiple organizations engaged in common business activities. The term “organization” used in this document is not limited to a single entity but also includes other organizational arrangements.
